London has one of the largest Smarter Travel programmes in Europe. Working through direct communications with the public and through employers and schools, TfL's Smarter Travel Unit is working with the rest of TfL to develop and deliver new ways of influencing Londoners' travel behaviour.

But how effective is this approach? Can and should TfL change people's travel behaviour, in terms of when, how or where they choose to travel? How does it fit with other policy tools such as pricing and operational service delivery? And how far can the lessons being learned in London be applied to the transport challenges facing other British cities or to other policy areas such as climate change and public health?
